If you suspect problems with your ADSL, and are worried about your ISP being the cause, you can connect the Bezeq's country-wide network, using

While you're connected, use these sites to test your speed:
(the last three don't work from regular internet, maybe only in their network... - not tested.)
You can also test your connection through your ISP, at this site: http://www.bezeq.co.il/resources/images/wow/speed/speed.html (Warning: I think this site is waay optimistic...)
