What does Error 720 while dialing an ADSL Dial-Up Connection mean?

If an ADSL Dial Up connection says:
"Error 720: ... couldn't negotiate a PPP (control) protocol..."
It usually means that the TCP driver is messed up. A symptom of this would be in the Network and Dial Up Connections folder under Control Panel. If the connection you're trying to dial is PPTP, but the name of the Device you're dialing is something like "WAN Gateway (L2TP)" - this probably means the TCP/IP is messed up. Uninstall it and re-install it.
