Sometimes when you set the Taskbar to appear "Always on Top" (or: "Keep the taskbar on top of other windows"), then the tooltips for the icons in the system tray will be hidden behind the Taskbar.
One way (which I admit, didn't work for me) is to turn that setting on and off, pressing Apply between changes.
Another way is to install the ToolTipFixer (I got it from http://neosmart.net/dl.php?id=10) which will fix the problem.
