No matter what META-HTTP tags I write, the Hebrew HTML files on my website keep loading with the wrong encoding!

If you have Hebrew pages, even those with META-HTTP tags that set the encoding, the Apache webserver might add a header to the HTTP reply called "content-encoding" which will make your browser ignore the tag.

You can set the default encoding in apache, by editing httpd.conf and make sure there's a line like this:

AddDefaultCharset WINDOWS-1255

That will set the default encoding to Windows-1255, which is the most common encoding for Hebrew webpages.
